Some of these activities are considered illegal by US law and cannot be performed on US territory. So their solution is to find gullible governments abroad that would accept to host these activities in exchange for money, political support, military support, usually highly corrupt countries become viable partners in these initiatives. Why Ukraine? Because Ukraine is a shithole willing to lick NATO anus for weapon supplies and money. So imagine a deal: USA gets to host its illegal activity in Ukraine and provides military training or supplies to Ukraine as payment
