Sieges take time and requires you to cut off the opponent to be completely cut off from the rest of the world. The russian peoples may not need money, but the russian army needs new weapons and maintanance. So the sanctions have put a time limit and efficiency limit on the russian army.

They could level everything killing everyone, or risk their soldiers lives to keep Kiev alive as a city. They could shut off power and water making the siege especially nasty. It's all in whatever Putin feels is best, and what his top generals feel is the best action. Either way, Kiev will fall, how badly is up to Kiev and the Ukrainian military.

This may take months but you won't see some big dramatic Russian assault. Only a quiet occupation as they overwhelm the last exhausted defenders or walk in after the mayor finally cracks and surrenders the city.

First, you don't surround a city of this size until you are ready to go in and take the entire thing. What you do is you leave an opening for the defenders and civilians to retreat. This reduces the casualties your military will take when they have to go in and flush out the diehards who are ready to die. They don't need to surround Kiev, they simply need to cut off the major arteries while leaving one artery completely open for evacuation and retreat. Most soldiers and people do not have it in them to fight to the last man, they will leave when squeezed. The military force that Russia has in place right now seems adequate enough to perform such a task while they wait for the units in the east of Ukraine to secure it and force the scattered groups of the Ukrainian military to surrender. Once the offensive units in the east are successful their forces can be diverted to Kiev to complete the encirclement and take the city. The Russians will be successful as long as they protect their flanks and supply routes from the ambushes that the Ukrainian army are able to perform with the help of NATO and its intelligence apparatus.

Bombardment on enemy fortifications is usually a weeks long process. I think they're hoping for a surrender than an actual entrance into the city.
