As I understand it, the Ukranian armed forces in January were planning on an offensive against the Donbass region that was supposed to take place in March. For that offensive they specifically only wanted soldiers specially trained to resist some sort of psychological challenges.

I don't know quite what that means but to me it seems they were going to do more genocide against ethnic Russians and wanted soldiers who would not stop even if they were told they were committing genocide, because they would believe that the people telling them were lying to them.
