They have no way to install a tolerated new regime, and they can't occupy it by sheer force because they do not have enough soldiers, and if they threaten the population with total destruction of their cities if they do not obey the puppet regime, the sanctions won't end.

Putin does not think Ukraine has a right to exist and Russians are automatons who agree with him unquestioningly. If there is a "peace" now where Ukraine is not allowed to join NATO or any kind of defensive pact, then Russia will just invade again in a few years.
