For all what they care is that they dont assault locals, not escalate and follow orders, inclusive curfew and stay away from military installations. Ukrainian Government used their system for election-influence, where they pay locals 50-100 dollars to act as pro-ukrainian, and to the "activists" money to join those demos. But shit calmed in Melitopol very quick down, since locals started to drop stones and slingshots at pro-ukrainians. Later they tried to provoke Russian garrison by coming to close and assaulting the russian unit after the curfew and when two Pro-ukrainians were shot into legs the shit went calm.
