They have essentially launched an ISIS-Alleppo style insurgency, guaranteeing the maximum number of civilian casualties for Russian to take the cities. So Russia now has to delay and at least offer humanitarian passage, which Ukraine will do everything to disrupt. It is in their interest to deny civilian passage. Because if they meet on an open battlefield, they are guaranteed defeat. Their only goal is to make the occupation of cities as bloody and destructive to the population as possible.
