in the West we see our media and our governments declare a defacto state of war exists between Russia and Ukraine, which is true. however, the actual legal principle in Iraq (which we also called and saw as a war) was only disarmament and monitoring efforts. you can see how things get twisted up for the purpose of 'diplomacy'.
tldr try to read for what people mean, especially when you're reading a translation from Russian (words/thoughts) already.
