American culture used to refer specifically to the values, beliefs, ideas of European-American inhabitants of the USA. When you said "American", it was always implied a White American and that is why everyone got a hyphen like African-American, Mexican-American, Asian-American, etc. The "regular American" culture was what everyone else was discriminated against from participating in and being able to function freely within. If there is no White American culture, what exactly was it that everyone else was left out of or prevented from joining into? You have to have some established culture to discriminate against others to where they cannot join this in the first place.
