The Azjb. military is smaller, thus more flexible. It has better relations towards the outside world, thus can get better deals on training and hardware.
Russia is a military tech exporter, not an importer. They should have developed and build their own.

The Russians are shelling civilian buildings and refugee families. They don't seem to care a lot about the Ukrainian civilians.
Azerbaiyan had turk and israeli advisors. They paid attention to the syrian war and saw how effective turk drones were there. Even so, at the beginning of the war they were taking a beating by armenia. They changed strategies and started using drones heavily and armenia kept doing the same ineffective things until the end.

Wagner is light and motorized infantry mostly. Priorities are rather on protecting Syrian oligarchs and shooting unarmed civilians. So no heavy gear needed.

Sadly that is still a part of Russia's military tactics. Compare post-2000s US airstrikes in the middle east to current day Russian ones in Idlib and you will see a stark difference.

Russia has it, but they sent their junk first. A lot of that stuff is worth more in a initial fight than it is to scrap. They had more advanced shit in Syria and Afghanistan.
But they didn't have any tactical and cruise missiles. They also had to use unmanned civilian planes to trigger air defenses, and then bomb them with conventional air to ground missiles instead of using long range supersonic anti-radiation missiles for SEAD missions.

Javelins and stingers aren't exactly the American state of the art. (I know Javelins are our modern ATGM but they've been around for decades at this point I'm sure Russia has gotten their hands on a few.)
