The only issue is that he might be arguing for a Ukrainian puppet state subservient to Russia. Instead of a truly neutral country that could break free from Russian corruption and benefit from an economy more integrated with Europe.
However if there was ever the chance to have neutrality for Ukraine in a way that still respected its sovereignty then yah, it doesn't make sense why NATO/Ukraine didn't go down that path.
