I immigrated from Hong Kong in the mid 90s, and by Y2K the entire nice highschool I was in was half filled with people straight from China, as soon as China lets people leave, all the middle class and upper class leave.
I think if Canada and US have clamped down on Chinese influence aboard and insisted the new immigrants assimilated, it might have been fine, but instead it allowed stuff like 1000 Talents plan to happen.
