To be fair it's not a particularly hard to isolate noble gasses, you just need a lot of energy to cool a lot of air. And make sure that produced gas is clean enough.
As far as I know, they were doing it in ukraine mainly because there were steel productions that required a lot of clean oxygen, so noble gases were a byproduct.
