FYI, Japan has pioneered an interesting concept:
There's traditional nuclear deterrence, and then there's "almost nuclear deterrence".
They have no nukes, but, they can easily acquire them from the US if needed, and if that fails, they have a plan in place to make a working nuke within 8-10 months.
