US government can't make him restrict russia right now as it's not breaking law - most restrictions are being induced from bottom-up pressure. it doesn't mean he's immune to all efforts, just the current efforts

The silver lining in American tech, banking, and other institutions disconnecting Russia is how this will effectively kill globalism. Most countries around the world will voluntarily pull out of these American institutions and a parallel global institutions will emerge. They may not say it publicly, but there's a lot of European countries who are freaked out by America's ability to disconnect a nation right now.
