From 1944 to 1991 Finland was unofficially a puppet of Soviet Union. This is called the finlandization period. After the Soviet Union fell, our political elite didn't change, so they continued appeasing Moscow out of habit. Now, 30 years later, those old boomers are retiring and Finland can finally into NATO

Relations have never been good and I guess with Russia this is an impossible explanation, however the relations have been reasonable. As much as Finns would like to see protection by article 5 I feel many also don't want us to become a playground where NATO(US) and Russia can raise tensions between themselves and we pay the ultimate consequences. Now since predictability of Russia's actions has severely decreased, it is worth exploring the NATO option again.
