they are talking about rural areas. I dont see much problem here. Having toilet and running water instantly creates problem of water freezing in pipes and destroying your house. Russia is large and a power outage for a couple of days like it happened in texas isnt something too rare.

I have toilet and running water at my dacha and I wish I havent. Now I need to pay for heating the house whole winter. Its not only pipes that can get busted when frozen but also washing and dish and coffee washing machines as some water always remain inside of them. One time, when I was away there was a power outage and my large water filters in the boiler room got fucked. Then power turned on and water was everywhere.
