it depends on ISP

your ISP is blocking it at the DNS level.
This is the same shit as ISPs blocking TPB.
Use a https DNS resolver, this is even built into Firefox natively.

IGNORE OTHER SUGGESTIONS
Get dnscrypt-proxy, configure for no logging, no filtering, no DOH and blacklist cloudflare.
Protect your DNS requests from filtering, and resale instead of handing them to globalhomo dns servers.
Your ISP and your DNS server sells your queries, they are in plaintext, so your ISP sniffs them and resells. Encrypt them, prevent tampering and also prevent filtering.
