Obama signed an executive order that allowed the government to essentially seizure everything in the even to a national emergency. Transportation, communications, agricultural production, industry, all supplies from people's homes, etc. It even permitted the government to put people in work brigades without compensation. To be fair, that executive order was an updated version of previous executive orders that traces back to a law signed by Truman. But still, you can see why these kinds of laws and executive orders have been put on the books... They were always intended to be used one day.
