By Russia's own laws conscripts are not supposed to be sent to the front lines, but Putin had to stage that invasion under the guise of it being a training exercise, so it's all the greenest soldiers and the oldest equipment. Basically he's just grinding down his own country's military to nothing, and by the time the properly trained soldiers actually make it to Ukraine they will be heavily demoralized too.
