Standard procedure. The Russians have a massive fleet in the Black Sea and the Ukrainians just had this one frigate. They didn't really sink it either, they scuttled it at port, leaving it semi-submerged so it's useless to the Russians but can be repaired after the war.

Conscription is an act of desperation. The only thing that arming children does is send more civilians into the meat grinder. Militia won't be able to stop an actual army. Maybe delay the invading forces by what, a week? Make occupation difficult? Hold out for reinforcements that will never arrive?
