The art of the hoax is to gleam or data-mine what the zombie wants or desires then pretend to have it and to already be what they desire to be though one knows one is lying just pretend to be it and the NPC will pretend one is it so that can become it and when they commit and realize it is a hoax after it is revealed too late then they become hopeless liars that are slaves to their desires which one now controls as long as they can appear to be what "they always wanted to be".

Politics is downstream from culture, which is downstream from religion. Control a religion narrative and you can control the masses. Institute a religion, such as pantheism, whereas reality can be subjective and easily manipulated. Humanism/materialism is effective, since it lacks any purposeful answers to virtue. When your NPC is flooded with materialism (movies, shopping) their need to fulfil its sense of virtue is supplied it to them through politics.

That's where my head sort of is at, especially for the active protesting kind.
However, the NPCs I'm surrounded by on a daily basis are the older type, 30s to 50s. Do you think they get their NPC update the same way?

Upvotes and downvotes. You go on Reddit or Twitter, see an opinion. One opinion gets people angry and they lash out at you and create trouble. The other gets you 5-10 upvotes/favs/retweets and followers.
After 48 hours you know what to do. If I wasn't naturally a contrarian, or if I was a psychopath/narcissist I'd have an easy time.

NPC's have limited bandwith in their brains, so the key is not an "update" event, but to flood them with garbage at a rate which is too great for them to process, at some point the y just accept the flood as their own opinion.
