Wdym? The ukranian govt unilaterally modified the provisions on the Minsk agreement and Zelensky refused to meet the other side because he straight up didn't recognise them as signatories, he said it was Russia (which even though is true, is a violation of the letter of the law, where the signatories where clearly stated). Add to this the lack of implementation of autonomy to the regions. Again, you can argue sematics, but Ukraine did back down from that agreement on the gamble of getting a better one.
