From what I've read, the reason progress is OK in the south and shit in the north is because of the troop readiness and composition.
South troops are more experienced, higher percentage of careerists, and have exercised for months together.
North side is heavy with conscripts from various places across Russia, I even heard some from the pacific coast, some of whom only drilled together for a week before the invasion was launched.
