if you look at any video of people in the exclusion zone walking around with gaiger counters most of it is fine but there's concentrations of radiation around metallic objects and in some places where the rain drained the particles to 1 place. also during the chernobyl disaster they covered the top soil in many places putting the radioactive particles underground, artillery hits there and the radioactive dust will go up
