well what you can do is use spy++ to find out what process is creating that window.
then you can use process explorer to find out what resources that process is using.
from there pretty easy to get rid of.

write a linux .iso file to a flash drive and boot from that. might have to change your bios settings. run the live version to try it out then do a graphical install.
