That's what Russian forces are doing: they're moving in the bulk of MLRS and artillery with support of tanks and surrounding cities.
Previously they tried to blitz cities with conscripts, light vehicles, paratroopers and SF but that didn't work so now it's classic "level the city" strategy.
There will be massive civilian casualties unless Kiev capitulates. MoD is already blaming Zelensky for those victims.
