It's like one generation right now and most people's parents knew Russian rule to some degree and/or had to deal with the fallout in the following years. People do get influenced by their own parents a lot. Their sentiment also seeps into the local culture, further propagating resentment to the former regime. Maybe you'd have a point in a decade or two.
