This. Agreement was made when the Soviet Union collapsed in 1991 that Ukraine couldn't join NATO. This was agreed by Russia and NATO also at the time as a condition of independence.

NATO sole purpose is a military agreement to stand against Soviet aggression so Putin doesn't want another country on its borders being aligned with NATO.
