Considering that it was fired from the direction around southern Irpin (Kiev, at the time under Ukrainan control) It is pretty safe to assume that it was Ukrainian.

Im not so sure a jumbo jet plane is less damaging than this cruise missile. Planes do afterall have a lot of fuel in them, and this cruise missile is probably designed to penetrate steal, not make fires. Then you have the fact this is a concrete build where fires probably dont just keep going whereas the WTC had a steel frame but flammable stuff between the steel.
