unfortunately it's not gonna happen. Oligarchs soaked up all of the wealth following the collapse of the USSR. To recover now would require decades of policy changes OR a new regime forcefully redistributing wealth - the social implications of which would too take decades to recover from.
Turkey trying to play both sides is pretty pathetic. They should be going all in on Ukraine since a Russian-controlled Ukraine (particularly the Black Sea coastline) is a terrible consequence for Turkey's regional power. Russia would be free to build up naval forces in the Black Sea and run sorties into the Mediterranean as they please which would put major pressure on Turkey going into the future. Of course because of how bad erDOGan has fucked things up and the elections coming up next year, he doesn't want to risk anything by picking a side, but not doing so could cost the country terribly long term.
