Russia sold all of their fuel to Europe and didn’t keep any for themselves.

Incompetence. Corruption. Mechanical failures. Shambolic "logistics" -- it's possible they actually have run out of food and fuel.

They also don't want to get too close to Kyiv, because "armor" doesn't mean anything when you're in NLAW range.

There's rumours that Russian troops puncture holes in the gas tanks to exacerbate their fuel issues. Not sure if I believe it but seeing as how half of them don't even want to be there it's a possibility.

I would say it's in russian doctrine. They have that russian tralialia. Where part of troop is doing what it has to do, another part gets lost on the way and third part is doing nothing because they are drunk. Russian military was way to wash money and then steal it. let alone the capital, kharkiv is only 40km from the russian border, populated by russian speakers who should be more open to russia and most likely not nearly as heavily defended as kiyv. yet a whole week later they still haven't managed to do dick with the city. they landed a bunch of paratroopers in and they haven't done shit. it's very baffling, nobody is able to tell whether they're exercising restraint for some unknown reason or whether they're not doing anything out of sheer incompetence.

Russians learned from Americans during WWII that if you don't know what you're doing, the enemy can't either.

They're giving time for civillians to escape, then they will close all exits to Kyiv and starve them out. Russia is gross exporter of fuel and food, they got nothing but time.

they're not done draining the defense of Kiev and they're not done destroying or seizing strategic points.

Red Army deep battle tactics since WWII:

1. Conscript a shitload of badly trained troops and build a shitload of cheap weapons
2. Attack multiple points simultaneously and penetrate as deeply as possible, not bothering with supply lines or anything, just try to ruptures holes in the defensive line
3. Use them and special forces to seize critical infrastructure points with concentric rings of defense, try to hold on for dear life
4. When the defensive force is busy responding, the reserve bulk of the army charges in through the holes in defense and tries to win a majority of multiple large battles

This whole tactic was designed specifically as a foil to the German tactics where they use smaller numbers of better trained and equipped soldiers and attempt to have one massive important battle that settles everything. Russian approach was to distribute the fight and use hit and run tactics, simultaneous smaller offensives, and try to zip right past the defensive line.

When you see something about 1 or 2 Russian tanks destroyed deep in Ukrainian territory and out of gas, this is the reason. Russia hasn't changed operational policies in 80 years
