It's a tactic, preplanned advance to minimize infrastructure destruction and civilian casualties. Yet now that the Ukrainians are putting up a significant fight the bombings are intensifying. Also, the Ukrainian forces near the Donbass contact line are in serious risk of getting pincered and encircled if the Russians can break through Kharviv. Then Zaporizhia and Dnipro would be next.
