Oil production requires actual physical infrastructure, which can be seized, and actual people, 99% of which are sourced from the local population and the remaining 1% of which will get really cooperative when you put a gun to their heads. At best the kikes at Exxon could choose to stop funding their Russian operations, at the cost of their remaining assets in the country being nationalized.
