I can think of 3 reasons.
1. They are worse at combat so they die more.
2. They use these undesirables in outdated hardware as cannon fodder to wear down the Ukrainians
3. Russia vs the West is all fake. The war is a test bed to understand how a modern war with modern kit plays out. These undesirables as basically target practice, so that when the inevitable race war against China happens, we have an idea of what strategies to use and what hardware to develop more.
