Nation can't be at active military conflict or have a border dispute. It's to ensure that newly joining nation will not try to use a on going war or hostile border skirmish as excuse to drag in everyone into pointless war.

NATO totally wants that. These conditions of joining restrict what NATO can do. Ukraine probably wouldn't be able to join in for like two or three more decades at the pace before invasion.
But NATO could supply Ukraine with weapons to extend conflict that won't end because Russia is supplying weapons to separatists. Which they did. Not as much to expand but to just put torn in Putin side. See if it piss him off and provoke a conflict that NATO can use to unite West against common enemy, show they are still relevant, maybe ruin one of their greatest rivals by getting a little more involved in what happens in Ukraine.
