Because Ukrainian supply lines by sea have been effectively cut off and supplying over land is much more difficult, besides the fact the fighting is mostly in the east where the population welcomes Russia due to being Russian themselves.

I believe Russia have achieved pockets of air superiority (as evidenced by the armoured column north of kiev and semi-rapid advance out of crimea) that get occaisionally challenged by planes coming from west ukraine, which only exist because Russia wasnt thorough enough in their initial bombing campaign

Well, if you have a duty to your constituents - especially in a non-military roll - there is a case to be made that the best way you can serve them is by not having your town be fucking shelled in some kind of forlorn hope defensive action. Also, working out a modus vivendi with the occupiers, if the an occupation is an unavoidable fact, can be a good way to avoid having either rampant looting or a policing force of foreign soldiers in your town, which is probably not going to be fun (U U U U).
And yeah they can see which way the wind is blowing, too.
