Many downsides. The economies don't match, so each fiscal policy hurts one country while it helps another. The ideologies don't match. So you have conservatives, liberals, progressives and socialists all trying to pull the same strings. Politicians only communicate with people from their own country, so regional interests are tearing the EU apart. While the rulers have no idea what's going on locally.
