China has expressed its full support for Ukraine's sovereignty and territorial integrity (gets lots of headlines in the west) while blaming NATO for everything (gets a lot of headlines in Russia)
leaked Chinese media guidelines from the government also suggest that Chinese newspapers should not condemn Russia but they should still avoid supporting it and not piss of the west for no good reason

they're a silicon design company, not a manufacturing one
all there designs are done in America and there is no US foundry that can make leading edge semiconductors for a third party (Intel only makes their own chips, although they've announced a change there), the only options are TSMC (Taiwan) or Samsung (Korea)

They will get chips from China when they annex Taiwan (soon).

Until you realize Russia makes their own chips and China can supply them with 22nm fabs.

It will require over a decade in R&D to develop the required lithography systems. China's fabs are over a decade behind the US, Taiwan and South Korea.

Your overestimating how much you need for general computing. Might not cut it for AI but embedded etc doesn't need 5-14nm to work .

embedded already doesn't run on 5-14nm, they're usually on cheaper nodes
what I mean by general purpose computing is desktop computers, servers, mainframes, mobile phones, etc. basically anything that an actual human interacts with directly or servers

China has 22nm fabs to supply Russia and soon 12nm, Chinese companies like Huawei will of course have priority on the 12nm node, but they can mass produce 22nm for the Chinese market and Russia no problem.
22nm is way more than enough for Russia's needs.

And you can still do a lot of that on cheaper nodes.. most essential computing tasks including networking serving data processing payments don't require that stuff. So I'm failing to see how it's an end of the world scenario for them outside of consumer junk and like AI.

then why are Russians buying any hardware made after 2015 to begin with? China won't catch up in the near future (although looking likely in the medium term) as there is no Chinese replacement to ASML
also it's not just the fabs, Russian designs are also year behind Qualcomm, Intel, AMD and Nvidia
