If nuclear war is inevitable, the US will immediately sink all Russian nuclear subs, which old Soviet doctrine states should be under the ice in the arctic (nukes launch over the poles, not east/west). The US likely has enough attack submarines to double up the Russian ballistic submarines.

Meanwhile, no Russian bombers will make it to NATO territory without being shot down.That leaves the Russian ground-based ballistic missiles.
