Putin fears he may be ousted so he launches 5-6 tactical nukes (25kt - 50kt range) against NATO bases in Europe. What then? NATO replies in kind and so does Russia until full scale exchange or NATO replies in full force then again there will be a full scale exchange. Realistic outcome is UN meetings and negotiation, the west will never reply with nukes, they are run by woman and men in dresses, they don't have the stomach and everything to lose. Putin wins and holds on to power, small scale nuke it is the logical action.
