They're setting up provisions to stop people selling more than a certain % of their holdings, to prevent a flash crash when the market opens. It's conceivable it could crash to 0, if everyone bails out at once. Perhaps they couldn't get those provisions implemented by the deadline today.

If the markets open people will be selling like crazy. The bottom will fall out of the Russian economy unless China helps them out a lot.
