There used to be rumors there are huge civilian bunkers, small underground cities, but there locations are secret because if they are ever needed the broadcast will include their location and "First come, first serve, anyone trying to rush the door will be shot."

If the nuclear exchange is brief and not the worst, it would be possible to ride it out and relocate.
