However Russia is a failing state, they can't commit resources to maintaining their nuclear arsenal, especially when the threat of nukes is all they need. They don't intend on actually nuking anyone so they don't actually need to have functional nukes.

I have no doubts that Putin might well order the launch of nuclear weapons, I'll as he obviously is. But I very much doubt his senior staff would follow through - more likely it'd be a bulley for him.
A nuclear strike, no matter how limited, means the complete end of Russia - perhaps the world - but certainly any country initiating it. Putin's generals are not stupid and will not allow it unless they're far more cowardly than I thought.
He's not going to lose the war. Ukraine are doing better than expected but they wont win.
