In Fallujah, everyone was told to evacuate the city, any one who was left remaining in the dirt was considered a potential combatant. In practice we still went door to door looking for insurgents and found civilians. Some acting as insurgents some not. Basically you notify everyone in the city to evacuate and give them time to do so. Anyone who's left is fair game to engage. The city is now free to be artillery baraged after the aloted time

by doing exactly what russia did in chechnya, georgia and now ukraine. surround the cities and enemy armies, tell them to put down their weapons and look for leaders they can negotiate with. put those leaders in charge of a new police force to maintain order and install a new government and then leave.
