Fighter jet acquisition programs normally take years. Even fast tracking is going to take months unless they transfer them some first generation migs they've still got lying around and those will do exactly fuck all.
And that's before we get into the infrastructure discussion.

Croatia specifically doesn't have almost anything. We have the ability to keep 2 mig-21s in the air at a time.
Bulgaria and Poland, off the top of my head, should have MiG29s lying around, but those are going to be early models, so we're talking not even fly by wire and probably no BVR systems either.
They can be put into Ukranian service almost immediately, but militarily, they're just a hair short of useless.

First targets are coastal cities in Europe, since that's easiest and can cripple by far the most of NATO. Then it depends - if the west retaliates, Russia will bomb what they bomb. E.g. if they bomb Moscow, bombs fall on New York. If they bomb military bases, Russia will bomb military bases.
