Maybe but there are consideration beyond that too. Everything Russia blows up they are going to have to pay to rebuild if they want the new Russian friendly government to last for more than a month. They will need to get things at least close to where they were in Ukraine pre-invasion. The more they destroy the higher the bill is going to be to rebuild once the war ends.
