Seems to mostly be it. Border security from NATO is the most obvious point missing there, but securing Crimean water supplies, sending a message to the west, and securing Ukrainian resources such as their wheat are also factors. That last bit is actually really important, as it looks like Russia will come to control a huge proportion of the world's wheat supplies. I heard up to 40%, and if that's true, Russia can now dictate who gets fed in Africa, Asia, and wherever else Ukrainian grain is exported to.
