There were peace agreements (Minsk) but the Ukrainians failed to commit to them.
By late 2021 the Ukrainians sent 150k troops to the Donbass border to crush it, that's when Putin started sending troops to their OWN borders to make Ukrainians comply with the accords they signed.
They didn't.
They shilled for war, and want more war, in fact they want an European war (including UK) against Russia.
