It's the world interbank settling system. Basically how countries settle large debts. The US has been using to strongarm countries for decades, which is why China and Russia have started a new one, because they knew that as soon as shit kicked off, the first thing the US would do was lock them out of SWIFT.

It's not only for country-scale economics, the same system is also used for private transactions, say if I wanted to transfer money from my Swedish bank account to a persons bank account in any other country, it would go through SWIFT.

If you have ever written, deposited, or cashed a check somewhere other than the issuing bank, you have dealt with SWIFT. When the bank puts a hold on funds from some big check you got from someone you've never dealt with before? They are waiting on the go-ahead from SWIFT.
