My guess would be that if he only had that area then people would ask him to leave. By capturing a bigger area, you can then give up the extra territory and keep the one you originally wanted.

Yes if you are Russia and you had your traditional buffers ripped away and absorbed into NATO which is an organization that is primarily focused on countering Russia (even post USSR) and expanding wester influence you get to a point where you allow your country to fall under the yoke of the west or if you will fight back.
